Carson City deputies arrest pair for drug charges after they left a hotel known for 'heavy drug traffic'

A 21-year-old Carson City man and a 41-year-old transient woman were arrested in the 100 block of E. Long Street for possession of a controlled substance, possession of drug paraphernalia and violating bail conditions.

According to the report, Allen Lee Parkins and Kesa Dawn Pascal were arrested by Special Enforcement Team deputies after deputies spotted Parkins and Pascal leaving a hotel known for “heavy drug traffic.”

Deputies were conducting surveillance on the North Carson Street hotel when they saw the pair leave down an alley, and they made contact.

According to the report, they gave their IDs willingly. Deputies stated they knew Pascal from previous interactions with law enforcement.

Deputies asked Pascal if she had any contraband on her, and she admitted to having a “rig” or hypodermic device in her shirt pocket. A female deputy was dispatched to search Pascal, and a hypodermic device was recovered, which was found to contain methampehtamine.

Pascal was taken into custody.

Deputies asked Parkins if he had any drugs in his backpack. According to the report, Parkins stated he had just picked up his backpack, but there might be drugs inside. Deputies asked for consent to search his backpack, which he gave.

Deputies located two baggies of methamphetamine, two baggies of heroin, and two baggies of marijuana. Dispatch advised Parkins is on supervision with the Department of Alternative Sentencing with a no drugs clause.

Bail for Parkins: $6,637; $3,000 cash only

Bail for Pascal: $3,637

— A 46-year-old Carson City man was arrested in the area of E. William Street and Gold Dust Way for possession of methamphetamine, possession of drug paraphernalia, and driving without proof of insurance or a driver’s license in possession.

According to the report, Austin James Darms was arrested Thursday evening after Special Enforcement Team deputies were patrolling in the area of E. William Street and Gold Dust Way and observed a vehicle with no license plates driving east on William.

Deputies stopped the vehicle and made contact with the driver, identified as Darms. Deputies asked for his drivers license and insurance, and he stated he had a license out of Calif. but he did not have it on him. He said there was insurance on the vehicle as well, but was not able to provide proof.

Deputies ran his information, and K-9 Deputy Ivo was dispatched to the scene to perform a free air exterior sniff of the vehicle.

Ivo alerted to the vehicle while deputies were writing a citation for the traffic related offenses.

Deputies then located a baggie with residue which returned with a presumptive positive for methamphetamine, and a tin foil with brown residue on it.

Darms was taken into custody without issue.

Bail: $4,431

— A 37-year-old transient man was arrested in the field behind Home Depot for possession of drug paraphernalia, failing to register as an ex-felon, and violation of a suspended sentence.

According to the report, deputies were patrolling in the area of 3100 Market Street when they pulled into an open field to “check an area for graffiti.” Deputies then observed a pickup with a black utility work box. All of the windows were blocked to keep from being able to see inside the vehicle, and the vehicle had no license plate or temporary registration tag.

Deputies observed through the front passenger window a male subject sleeping in the front seat. Deputies woke him and asked about the registration of the vehicle.

Deputies asked for ID and the man provided it. Dispatch advised that the man was under supervision and was required to register as an ex-felon. He had conditions not to consume alcohol, drugs, or be in possession of drug paraphernalia.

Deputies determined the man was not up to date on his registration, and they located a marijuana grinder on the dashboard. When asked if there was anything else in the vehicle, the man stated there was a meth pipe, marijuana and prescription medication that did not belong to him.

He was taken into custody without issue.

No bail.

— A 29-year-old Carson City man was arrested in the 2400 block of Peakwood Court Thursday evening for violating a Stalking Temporary Protection Order.

According to the report, deputies were dispatched to a residence on report of a violated TPO.

The suspect had been served the TPO just earlier that day, and when deputies arrived on scene they met with a car full of people who stated they were family and friends of the victim.

They stated they were contacted but he victim and was informed that the suspect was harassing them and banging on their front door.

The occupants of the car stated when they arrived at the house, the suspect was at the front door but left and went back to his own house across the street when the car pulled up.

Deputies went to the suspect’s house and spoke with him. They asked him if there was a protection order in place asking him to stay away from the neighbor and he said yes.


Deputies then asked why he went to the house, and he said it was to apologize to the neighbor.

Deputies asked if he had read the protection order, and he said no. Deputies had him get the protective order and they “explained it thoroughly.”


They then told him he was in violation and took him into custody without incident.

Bail: $2,500

Two people have been found dead after the plane they were in crashed in Alpine County, south of Lake Tahoe. On June 13 at approximately 1 a.m., deputies from the Alpine County Sheriff's Office were notified of an overdue aircraft that had left Lodi, Calif. on Wednesday afternoon.

A sixteen-year-old Carson City resident is in custody following a gas station robbery Thursday night.

According to Sheriff Ken Furlong, the robbery occurred at an ExtraMile convenience store and involved a knife.
