Carson City arrests: Man jailed for indecent exposure, suspicion of second DUI

A 51-year-old transient man was arrested Saturday for felony suspicion of indecent exposure, misdemeanor driving under the influence second offense and open container of alcohol, a Carson City sheriff's deputy said.

According to the arrest report, Carson City Sheriff’s Office deputies responded to the 1000 block of East William Street, near Mills Park, for a report of a possible intoxicated driver. The reporting party claimed that a male, Randall E. Dandliker, had driven into a curb in the parking lot, reversed the vehicle from the curb and “slammed” the brakes.

According to the reporting party, after a couple minutes of being parked in the parking lot, he saw the man exit the vehicle and urinated in the parking lot. The arrest report states the vehicle’s location and the area where Dandliker urinated was approximately 50 feet from the playground.

A CCSO deputy made contact with Dandliker and stated in the report that his eyes were very red and watery and that Dandliker had a strong odor of an alcoholic beverage coming from his person. The deputy could see an open 24 oz. can of beer in the center console and the key to the vehicle was still in the ignition, the arrest report states.

Dandliker submitted to a preliminary breath test that yielded a result of 0.306 percent BAC. He was booked into custody at 3:16 p.m. and taken to Carson Tahoe Hospital to be medically cleared due to the high PBT result before being transported to the Carson City Jail. Total bail: $7,692.

In other bookings:
— A 31-year old Minden man, and a 59-year-old Reno man, were arrested Saturday, 6:09 p.m., near the intersection of Arrowhead and North Carson Street for felony possession of a controlled substance with intent to sell, and misdemeanor possession of drug paraphernalia, following a routine traffic stop.

Jacob Pacheco, 31, was also arrested for two active felony warrants out of Carson City. Danny Russell Piper, 59, was additionally cited for driving without proof of insurance.

Pacheco was taken into custody for the outstanding warrants and without prompting, he told a Carson City Sheriff’s Office deputy that the backpack in the vehicle was not his. When the deputy asked Pacheco why he was denying ownership of the backpack he replied that he didn’t want to be charged for the stuff inside of it, the arrest report states.

The deputy later made contact with the driver, Piper, and also without prompt, he said Pacheco left his backpack in the vehicle.

Both men denied ownership of the backpack so a canine deputy was requested and signaled a positive hit on the vehicle. According to the arrest report, a search of the vehicle yielded a glass pipe located under the right side of the passenger seat. Piper stated that the pipe belonged to Pacheco and also denied ownership of the backpack mentioned by Pacheco.

During a search of the backpack, deputies located 1.3 grams of a white crystal substance believed to be methamphetamine, a scale, and multiple clear baggies, the arrest report states. Also within, multiple items of U.S. mail addressed to Piper. Piper eventually told deputies the backpack belonged to him, but that Pacheco had placed his drugs inside of it. Bail for Jacob Pacheco was set at $6,411. Bail for Danny Russell Piper was set at $12,011.

— A 81-year-old Carson City man was arrested Saturday, 7:28 p.m., near the intersection of Kitchen and Sonoma streets for misdemeanor driving under the influence and failure to yield at a stop sign.

According to the arrest report, dispatch advised over the radio of a vehicle driving on the wrong side of the road, nearly hitting a vehicle, and striking a curb while driving in the area of Sonoma and Saliman streets.

When a Carson City Sheriff’s Office deputy responded to the area, the vehicle was located and observed running a stop sign and continued on Saliman Road, the arrest report states. The vehicle then made a U-turn, struck a curb and then stopped in the intersection.

The deputy stopped the vehicle in the area of Sonoma and Kitchen. The deputy reported the driver had red watery eyes, slow slurred speech, and a strong odor of alcohol coming from the driver’s breath. When asked if he had anything to drink the man stated he had four to five beers, the arrest report states.

According to the arrest report, when the deputy asked the suspect for his license, registration, and proof of insurance he fumbled through his glove box and pulled out the vehicle manual. He then continued to flip through the pages of the manual.

The man provided a partial sample during a preliminary breath test that returned a result of 0.152 percent BAC, and while willing to participate he could only partially complete field sobriety tests due to his advanced age and limited mobility, the arrest report states. Total bail: $1,249.

— A 44-year-old Carson City man was arrested Saturday, 9:13 p.m., near the intersection of Willow Dr. And Snyder Ave. for misdemeanor intoxicated pedestrian.

Carson City Sheriff’s Office deputies responded to a report of a domestic dispute involving a highly intoxicated man and his wife. Upon contact, CCSO deputies could smell a strong odor of alcohol on the suspects breath and he had trouble holding his balance while swaying back and forth, the arrest report states.

Staff at the nearby establishment wanted him trespassed from the establishment. The argument was not found to be physical in nature and the man wanted to walk home. The CCSO deputy did not feel it was safe to allow the suspect to walk home due to his verbally aggressive behavior and his level of intoxication, the arrest report states.

According to the arrest report, the deputy offered to call a cab for the suspect and told him that if he was seen walking in the roadway he would be arrested for intoxicated pedestrian. The man agreed to take a cab.

A cab arrived and left with the man, but shortly after departure the man was observed exiting the cab while arguing with the driver. A CCSO deputy observed the man walking in the middle of the roadway and took him into custody for intoxicated pedestrian, the arrest report states. He was transported to the Carson City Jail where he remained verbally aggressive and argumentative. He was escorted to a safety cell where he continued to yell profanities, according to the arrest report. Total Bail: $72.

—A 44-year-old Carson City man was arrested Saturday, 11:57 a.m., in the 1800 block of N. Edmonds after being located on a misdemeanor warrant out of Fallon Municipal Court for contempt of court. Bail: $1,277.

— A 36-year-old Carson City woman was arrested Saturday, 7:14 p.m., in the 2000 block of West College Parkway for a misdemeanor failure to appear warrant issued by Sparks Municipal Court. The arrest was made following an unwanted subject report where a records check returned with the outstanding warrant. Bail: $500 cash.

— A 33-year-old Reno man was arrested Sunday, 12:28 a.m., in the 600 block of Hot Springs Rd., for a misdemeanor failure to appear warrant issued by Lyon County. The outstanding warrant was discovered during a wants and warrants check on the suspect. Bail: $610 cash.

— A 26-year-old Carson City woman was arrested Sunday, 12:50 a.m., in the 800 block of Sean Drive for violation of conditions of misdemeanor probationer. She had been released from detention on Jan. 20 with conditions to obey all laws and a no consumption of alcohol and drugs clause, the arrest report states.

A preliminary breath test resulted in 0.288 percent BAC, and a marijuana roach was later discovered on her person during intake at the Carson City Jail, another violation of her condition of bail release. Bail: $3,000 cash.

— A 52-year-old Carson City woman was arrested Sunday, 10:12 p.m., in the 500 block of North Stewart Street for misdemeanor domestic battery. Bail $3,137.

— A 31-year-old Carson City man was arrested Sunday, 1:09 p.m., in the 200 block of E. Winnie Lane on a misdemeanor contempt of court warrant issued by Carson City Justice Court. Bail: $1,000 cash.
